An ESMPRO-related message is recorded to a syslog, and the start of OS
takes time.
The possibility that the port which portmap (or rpcbind) is not started as for the cause that the following

###ERR### Please check /opt/nec/esmpro_sa/work/ESMntserver.ready or fopen is
failed (errno:2)
